Loop 151 or Jarvis Parkway is back fully open this afternoon after begin shut down earlier this morning.
Texarkana Texas Police gave the good news about the situation returning to normal just before 1pm. Traffic was a first shut down prior to 11am, then partially re-opened, before returning to normal.
The problem occurred when a big truck somehow knocked down a power line across the frontage road and the loop itself. This not only caused the traffic headache but a localized power outage as well. Swepco crews were called in to repair the down line.
No injuries were reported.
